Saute the mirepoix for 10 minutes, then add the bell pepper and garlic.
Add San Marzano whole peeled tomatoes and the chopped herbs.
Break the tomatoes apart with a spoon while stirring. Simmer for 20 minutes.
Use an immersion blender to smooth the sauce to desired texture.
Meanwhile, par-cook the pasta and stir together the ricotta and herb mixture.
Toss par-cooked pasta with the sauce, and layer half in a prepared casserole dish.
Dollop on the ricotta mixture, and then sprinkle on mozzarella cheese. Repeat one more time.
Bake for 20 minutes until golden brown and bubbly.
